Apply Phase II Environmental Site Assessment Process to execute Soil and Groundwater Pollution Potential Sites Investigation Plan

To keep abreast of the soil and groundwater quality in each location with high potential environmental risk, the tasks of this project includes: selecting the locations which have investigated as high contamination potential in Environmental Site Assessment phase I, and other administrative supports like updating and repairing the system, assessing the feasibility of connection and integration, updating the investigation guidelines, and analyzing the land management policy. For the continuation of the historical investigations by EPA for the abandoned factories, considering the incomplete investigations and the update of land using status, there are still 290 locations need to conduct in-situ sampling investigations. About other types of investigations, there are 20 operating factories need to conduct in-situ sampling investigations after the historical environmental site assessment. Based on the goal of this project, requirement of tasks and considerations about contamination potential and environmental risk, this project has planned an investigation list for 99 locations for the current period. The continual period of this project will conduct investigations at other locations without investigation yet. Among all 99 locations in the investigation list, this project has completed investigations in 96 locations (46 locations by Apollo technology, and 50 locations by Stantec). Soil and groundwater are found exceeded the Control Standard in 34 locations among 96 (which is 35.4%). To sort the investigations by factory types, there are 76 abandoned factories and 20 operating factories among the 96 locations. In the 76 abandoned factories, soil or groundwater contamination in 25 locations has exceeded the Control Standard (32.9%), and also in the 20 operating factories, 9 locations was found contaminants exceeded the Control Standard (45%). The contaminants are majorly heavy metal and TPH. There are 27 locations are found with heavy metal exceedance (79.4%), and 4 locations with TPH exceedance (11.8%). 2 locations are found with both heavy metal and TPH exceedances (5.9%). In addition, 1 location is found with VOCs exceedance (2.9%). To support the authority to conduct measures like administrative controlling and contaminants source tracking, this project has provided relevant suggestions based on conditions like the investigations and verifications in each location, operating features of factories, and the "Regulations for Delimitation and Announcement of Pollution Range and Controlled area of the Sites" from EPA. About the administrative technical support, this project has repaired and updated the "Nationwide Soil Quality Management System for Lands of Abandoned Factories", and assessed the connection and functional integration with the operating factories' system. This project has also separated, integrated, and updated the contents of the investigation introduction for abandoned factories. On contrary, this project has collected the existed management strategies for pollution sites inside and outside the country, and suggested initial advices for managing polluted lands. In addition, in the locations with various soil conditions which are not suitable for investigations, this project has suggested to manage the soil pollution by region afterwards.
